New USAID Mission Director Sworn In For Georgia

On September 30th the U.S. Agency for International Development (USAID)  announced the swearing in of Jock Conly as its new Mission Director for Georgia. Acting USAID Administrator Alonzo Fulgham presided over the event and administered the oath to Conly.

"We are very fortunate that Jock has returned once again to USAID in order to lead our mission in Georgia. It was critical that we select a very experienced officer with seasoned judgment, extraordinary interpersonal skills, and strong diplomatic instincts to lead USAID's efforts there and Jock is the embodiment of those qualities." said Acting-Administrator Fulgham.

Conly began his development career as a Peace Corps volunteer in Sierra Leone and he entered the USAID foreign service in 1978. During his foreign service career he has served in Niger, Bangladesh, Egypt, Pakistan and Kenya, where he also served as Mission Director.

In addition to serving as a Mission Director, Conly has held positions as Director of the Program Offices in Egypt and Pakistan, as a Senior Desk Officer in the Africa Bureau, Director of Office of Program Coordination and Strategy in the Europe and Eurasia Bureau, and most recently as Senior Deputy Assistant Administrator for the Economic Growth, Trade and Agriculture Bureau.

Conly has had a very impactful career, during his time in Bangladesh Conly managed a major project that privatized the importation, wholesaling, and retail sales of fertilizer, thus making fertilizer cheaper and more widely available to tens of millions of farmers in that country. As Mission Director in Kenya, he led the program response to the terrorist bombing of our embassy in Nairobi. Conly retired from USAID in 2004 and continued to work in international development in the NGO and private sectors.

Conly received a B.A. in History and Political Science from Union College in New York, an M.P.A. in Development Economics from Princeton University and an M.S. in National Security Studies from the National War College.
