Energy and Environment

Energy and environment projects assist Georgia to attain energy security and promote environmental protection.  The programs help diversify and secure energy sources by encouraging appropriate policy development, increasing indigenous energy supplies, promoting renewable energy and energy efficiency initiatives, encouraging competition, building human and institutional capacity, and expanding access to markets to promote trade and capitalize on Georgia's transit potential.  Assistance also focuses on safeguarding and conserving Georgia's natural resources to reap the benefits of a vibrant tourism economy. 

New Applied Technology Efficiency and Lighting Initiative

The project will support: energy efficiency improvements in hospitals by auditing performance, outlining financial costs and benefits of energy efficiency improvements, and linking hospitals with financial institutions to facilitate their access to credit. In addition, a pilot component will promote residential energy efficiency through condominium associations and Tbilisi Municipality, and support for the second year of operations of the USAID/BP Global Development Alliance-funded Energy Bus that travels throughout Georgia to promote energy efficiency technologies and the use of renewable energy.                                                                                  

Strengthening Local Capacity and Developing Structured Dialogue for Climate Change Adaptation, Natural Disaster Risk Reduction and Post-Conflict Environmental Rehabilitation in Georgia

The overall objective of the project is to develop flexible and resilient societies in the rural areas of Georgia that are capable of coping with the impacts of current climate variability and future climate change. Specifically, the project will work to reduce the susceptibility of local communities in selected rural areas of Georgia to negative climate impacts through post-conflict environmental rehabilitation, natural disaster risk reduction and climate change adaptation.                                                                           

Forestry in Georgia: Sustainable Production, Sustainable Consumption

The project will provide technical assistance to the Department of Forestry, within Georgia's Ministry of Environment, to develop forest management policies and regulations, and to create sustainable forest management plans and standards.  A study of the public and private forest areas in Borjomi, Akhmeta and Telavi districts of Georgia will be conducted to compare current forest management practices to Forest Stewardship Council standards. Results and recommendations will be presented to stakeholders through printed publications and workshops. As the part of the project,  public awareness campaigns will be carried out in the pilot regions and training modules will be developed to be used in collaboration with activities being implemented and funded by another donor. The second component of this project focuses on public awareness in big cities to increase the use of recycled paper.

Energy Capacity Initiative

The project is designed to enhance energy policy analysis capacity within Georgia; facilitate stakeholder dialogue on policy issues; and support higher education programs in energy.  Interventions focus on identifying and addressing policy analysis information and data gaps; building the capacity of local NGOs, think-tanks and universities to address priority policy issues; developing and institutionalizing energy education and training programs for government and non-government stakeholders; supporting energy cooperation and trade among the countries of the region; and facilitating Georgia's participation as observer in the EU Energy Community Treaty process. 

Support for National Parks Reform

Through an Interagency Agreement with the U.S. Department of the Interior, USAID assists Georgia to enhance the institutional capacity of the Ministry of Environment and Natural Resources of Georgia to manage and commercialize national parks, and promote tourism opportunities.  Technical assistance and training is provided to Ministry officials, as well as the employees of protected areas throughout Georgia. 

GNEWRC Partnership Program
National Association of Regulatory Utility Commissions (NARUC)

This intervention supports the effective functioning of the Georgian electricity and gas regulator, Georgian National Energy and Water Regulatory Commission (GNEWRC), by building and strengthening a partnership between GNEWRC and a U.S. regulator. 

Black Sea Transmission Planning

This activity is designed to establish a Caucasus group to enable joint planning of regional transmission links.  Support is provided to develop a pool of Georgian professionals with adequate qualifications to conduct analysis of the internal transmission system, and create and regularly update transmission infrastructure plans.  These plans will help secure investment for construction of electricity transmission lines to increase electricity trade and integrate Georgia with European electricity networks.
